There are no rules on what condition lease should be in, when the tenant moves in, but it has to be ready for someone to live there.
The condition of the lease has to be stated in the contract. E.g. if the walls are freshly painted, floors polished, etc., or if the tenant can or has to restore the lease himself/herself.
It is a good idea to review the property and fixtures for flaws and deficiencies, when the new tenant moves in. From this time, the tenant has 14 days to inform the landlord of any flaws or deficiencies, so that the tenant will not be held liable to any damages.
