There are no rules for how the condition of the rentable should be when you move in. It should, however, be ready for a new tenant to move into. The condition at the time of occupation must be visible in the contract too. For instance is the walls freshly painted, are the floors polished and do you have to repair the rentables when moving out?
It is always a good idea to review the property for defects when moving in.
